What does the EU AI Act require for AI literacy?
Since 2 February 2025, the EU AI Act requires providers and deployers of AI systems to make sure the people who use AI on their behalf have a sufficient level of AI literacy. It is an ongoing duty under Article 4, overseen by national authorities, not a one-off training certificate.
The obligation sits in Article 4 of the Act. It asks organisations to take account of each person's role, context and the systems they use, and to make sure their level of understanding is enough to use AI responsibly. What counts as sufficient is proportionate, so it is not a single fixed curriculum.
Because the duty is ongoing and tied to real use, a one-off slideshow does not really discharge it. What holds up is regular, practical building of AI literacy, with a record you can point to.

It has applied since 2 February 2025.
Companies outside the EU that provide or deploy AI systems affecting people in the EU can fall under the Act, so the AI literacy expectation reaches them too.
