Who does the EU AI Act Article 4 AI literacy duty apply to?
Article 4 applies to providers and deployers of AI systems. A provider develops or markets an AI system; a deployer uses one in the course of its work. In practice almost any organisation that uses AI tools with its staff is a deployer, so the AI literacy duty reaches far beyond AI companies.
The word deployer is what makes the scope so broad. If your team uses an AI assistant, an AI feature inside another product, or any AI system as part of the job, your organisation is deploying AI and the literacy duty applies to the people using it on your behalf.
The expected level is proportionate to the role and context. Someone building an AI feature needs deeper understanding than someone using a chatbot to draft emails, but both fall within the duty.
